Schoharie Central among Top 25 Finalists in Samsung "Solve for Tomorrow" Grant Competition.

The Schoharie Central School District has advanced to the semi-final round in its effort with Samsung to document the recent flood damage from a STEM (science, technology, engineering and mathematics) standpoint. The project involves students in Amie Hauseman's classes in conducting research and creating a documentary about their efforts to further understand the recent flood damage to our communities from Tropical Storms Irene and Lee. In reviewing the initial grant application, Samsung chose Schoharie along with 25 other schools nationwide to receive Samsung video production hardware and software plus a Samsung notebook computer to assist our students in documenting their work. The final phase of the competition is the evaluation of the video productions created. Winners of the highly competitive and respected grant will receive up to $70,000 worth of Samsung technology to enhance the school's science and mathematics programs.

The Hurricane Irene and Tropical Storm Lee Assessment Relief Act

Late last year, the Legislature passed and the Governor enacted the Hurricane Irene and Tropical Storm Lee Assessment Relief Act, a law allowing municipalities and school districts the option of reducing assessments on properties catastrophically damaged by tropical storms Irene and Lee on their 2011 assessment rolls.

As enacted, the law, which did not provide reimbursement, set a deadline of Jan. 23, 2012 for municipalities and school districts to decide whether or not to undertake such a reassessment, and a March 8, 2012 deadline for property owners to apply for assessment relief. READ MORE

Superintendent Brian Sherman, on behalf of the Board of Education and the school community, has written to Governor Cuomo about the potential impact of the new law and in support of efforts to assist Schoharie County.

"The impact of electing the assessment reduction option would result in an estimated loss of more than $540,000 in previously collected tax payments. The potential loss of a minimum of $542,000, and perhaps as much as $813,000, and even more, would be a severe hardship on our school district's current operating budget." READ THE LETTER TO THE GOVENOR (PDF)

At their Jan. 23 special meeting, the Schoharie Board of Education did not opt to undertake a reassessment.

The new tax levy "cap" and how it affects our schools

In June 2011, the State Legislature passed and the Governor enacted a property tax levy limit, commonly referred to as a cap, to limit the annual increase in the tax levies of local governments and school districts. This complex new law affects our school district's 2012-13 budget planning process.

Although the new law has been referred to as a “2 percent tax cap,” it does not, in fact, restrict any proposed tax levy increase to 2 percent. What it does is establish a tax levy limit (which will be determined by each school district according to an eight-step, complex formula dictated by the law, and will vary by district) that determines the number of votes needed to pass a school budget. Our school is the center of our community

Schoharie Central School serves as the center of our community, a role dramatically underscored by tropical storms Irene and Lee. Spared major damage, we served as a staging area for emergency responders and utility personnel, a functional location for local government services, and most importantly, a resource center for basic necessities, emergency supplies and vital information for area residents. Schoharie Central also offered Internet access following the storms. In consideration of such factors and to better provide for our community, three generators have been installed on our campus. In the event of a major power outage or future natural disaster, they will enable Schoharie Central to provide needed support.
